Andrew Hamilton 3dfb81563c tools: Change coverage tool to work with '.coverage' file. 
- Was generating coverage by running a corresponding test file
  for the current file.  Wasn't obvious where test file was.
- This shows coverage if a .coverage file exists which is newer
  than the current file.
- The .coverage file needs to be created independantly. And then
  the reports can be refreshed.

Eris Codebase Monitor

Summary

Eris maintains an up-to-date set of reports for every file in a codebase.

Installation

(Tested in Ubuntu 18.10)

# git clone https://github.com/ahamilton/eris
# cd eris
# ./install-dependencies
# python3.7 -m pip install .

To test its working properly:

# ./test-all

then to run:

# eris <directory_path>
