Advertise xdg_wm_dialog_v1 and mirror each dialog object onto its window. A modal dialog demands attention: on map (or when set modal while mapped) its tab is shown and it takes window focus, in both --tab-groups modes; placement itself is unchanged and session lock still wins. wltest gains --dialog-modal/--extra-modal/--extra-delay; smoke tests cover the global, the background-modal steal with tab-groups on, and the own-tab steal with tab-groups off.
